Jim Ball
COO/Chief Engineer

Project manager providing oversight to all contractors in the 21 DELTA program. After a contract receives government instruction on how to comply with the contract requirements, Jim and his team are available to coach, mentor and lead a contractor through project completion. A retired US Army Engineer Officer with over 24 years of active duty service, he held numerous assignments with the US Army Corps of Engineers (USACE)> Within USACE he served as a Deputy Commander in two different Engineer Districts. He was a Program/Project Manager, a deputy Resident Engineer and an Operations Officer in Iraq. His experience as a USACE manager in the field and the front office allows him to provide 21 DELTA contractors ith credible guidance to meet USACE contract requirements.

Rod Peters
CEO/Chief Marketing Officer

Responsible for the management and development of all sales, marketing, adn indirect distribution. Prior to joining 21 DELTA, Mr. Peters served as executive Vice President and Chief Operating Officer at GAD Funding, Inc., a financing company focused on lending to Veteran-SDVOSB and minority-owned(8A) government contracting firms. Mr. Peters’ experience includes more than 25 years in management, business development, and sales and marketing. Prior to GAD Funding, Mr. Peters served as the principle Partner and Chief Operating Officer of FACTS LLC, a firm specializing in forensic accounting investigations and cost recovery. Mr. Peters also served as Vice President of Retail Sales & Distribution for Metrocall Wireless, a nation-wide telecommunications company, responsible for the management of sales, marketing, and distribution for 133 company-owned stores and all third party distribution channels. His responsibilities included the management and development of five regional retail sales managers and seven national account managers generating $40-50 million in annual revenues.

Donald Iffland
CPA/CFO

Responsible for Cash Management services and the implementation of teh accounting software, Deltec, to manage individual project/contract accounts. During his professional career, Mr. Iffland has provided government contracting and accounting consulting to government contractors for the past fifteen years. He has experience in all aspects of government contracting from Assignment of Claims to contract close out. He has implemented the accounting software, trained their employees and assisted in contract management for his government clients. Mr. Iffland guided his clients through both corporate audits and government audits conducted by the Defense Contract Audit Agency (DCAA).

Kirsten J. Leckszas
Vice President Construction Services

Responsible for the Project Oversight for 21 DELTA program. Kirsten has been in the construction industry for 28 years, and has a Bachelor of Science in Building Construction from Virginia Tech. Kirsten began her post-graduate carer in Gillbane Building Company’s Management Training program, at their Corporate Headquarters in New England. This program, meant to expose prospective managers to all facets of the construction project—Purchasing, Estimating, Accounting, Safety, Engineering, Superintending and Management—accelerated Kirsten’s promotion to Project Manager and eventually Senior Project Manager. Kirsten’s clients include: Pfizer, Enfield Township, MetLife, Holy Cross Hospital, Otsuka Pharmaceutical, national Cancer Institute, Northern Virginia Community College and The Department of Justice. her leadership of the Medical Education Campus project for NVCC earned Kirsten the distinguished Builder of the Year title for Gilbane’s Mid-Atlantic Region. Her experience in, and passion for, the building industry drives Kirsten to excel in project ownership. Kirsten has been an active member of the industry Advisory Board for the Myers Lawson School of Construction at Virginia Tech since 2004, and was recently appointed to the Executive Committee for the Board.
